The National Institute for Scientific and Industrial Research (NISIR) proudly participated in the official launch of the 2025 Science, Technology and Innovation (STI) Policy and its Implementation Plan, a landmark event spearheaded by the Ministry of Technology and Science that sets the course for Zambia's scientific and technological development over the next decade.

A distinguished delegation of NISIR researchers, scientists, and senior management attended the high-profile ceremony, which brought together policymakers, research institutions, academia, private sector leaders, and international partners to celebrate and operationalize Zambia's comprehensive framework for science, technology and innovation.

A Historic Moment for Zambian Science

The 2025 STI Policy represents a significant milestone in Zambia's journey toward inclusive and sustainable development. Building on lessons learned from previous policy frameworks, the new policy provides a robust foundation for promoting research excellence, fostering innovation ecosystems, and strategically investing in emerging technologies that will drive economic transformation.

Speaking at the launch, the Honourable Minister of Technology and Science emphasized that the policy is not merely a document but a "living framework that will guide our nation's scientific ambition and technological progress for years to come." The Minister specifically acknowledged NISIR's contribution to shaping the policy through technical input and research expertise during the consultative process.

"NISIR has been instrumental in grounding this policy in scientific reality. Our researchers contributed technical expertise across multiple domains—from nuclear science to biotechnology, from materials engineering to digital transformation. This policy reflects not just government vision but the collective wisdom of Zambia's scientific community."
— Dr. Sarah Zulu, NISIR Research Director

Key Pillars of the 2025 STI Policy

The policy establishes several interconnected pillars designed to create a thriving science, technology and innovation ecosystem:

Research Excellence and Capacity Building

Strengthening research infrastructure, developing human capital, and promoting world-class scientific research aligned with national development priorities.

Innovation and Entrepreneurship

Fostering a culture of innovation, supporting technology transfer, and creating pathways from research to commercial applications and startup creation.

Emerging Technologies

Strategic investment in artificial intelligence, biotechnology, nanotechnology, renewable energy technologies, and other frontier fields with potential to transform Zambian industry.

Partnerships and Collaboration

Strengthening linkages between research institutions, universities, industry, and international partners to accelerate innovation and technology adoption.

Strategic Investment and Financing

Establishing sustainable funding mechanisms for research and innovation, including innovation funds, venture capital support, and incentives for private sector R&D investment.

NISIR's Role in Policy Development

The final policy reflects substantial input from NISIR's technical experts across multiple research divisions:

  • Nuclear Science Directorate: Contributed expertise on radiation technologies, nuclear applications in agriculture and health, and regulatory frameworks for nuclear safety.
  • Food and Animal Science Divisions: Provided insights on biotechnology applications, food security research priorities, and livestock development technologies.
  • Material Engineering and Technical Services: Informed policy provisions on industrial research, materials development, and technical standards.
  • Digital Transformation and Strategic Information: Shaped the policy's approach to emerging digital technologies, data governance, and AI adoption.
  • Water, Energy and Environment Directorate: Contributed to climate technology provisions, renewable energy research priorities, and environmental monitoring frameworks.

The Implementation Plan: From Policy to Action

Alongside the policy framework, the Ministry of Technology and Science launched a detailed Implementation Plan that translates strategic objectives into concrete actions, with clear timelines, responsible institutions, and measurable indicators. The plan identifies NISIR as a lead implementing agency for multiple priority areas, including:

  • Establishing centers of excellence in strategic research areas
  • Developing technology transfer and commercialization mechanisms
  • Strengthening research infrastructure and laboratory capacity
  • Supporting innovation in mining, agriculture, and manufacturing sectors
  • Building partnerships with international research institutions

Implications for Zambia's Innovation Ecosystem

The 2025 STI Policy arrives at a critical moment in Zambia's development journey. With the digital transformation accelerating across sectors, the policy provides a coherent framework for ensuring that scientific research and technological innovation contribute meaningfully to national development goals.

For NISIR, the policy represents both validation of its strategic direction and a call to action. As the nation's premier industrial research institution, NISIR is poised to play a central role in implementing the policy's vision—conducting mission-oriented research, developing innovative technologies, building human capital, and fostering partnerships that translate scientific discovery into economic and social impact.

A Collective Endeavor

The launch event underscored that the STI policy's success depends on collective effort. Representatives from universities, research institutions, private sector associations, development partners, and civil society all affirmed their commitment to working together to realize the policy's ambitious goals.

NISIR's delegation used the occasion to engage with partners, explore new collaborations, and demonstrate the Institute's readiness to lead Zambia's scientific and technological advancement. As one researcher noted, "This policy gives us the framework we've been waiting for—now the real work begins."

The 2025 STI Policy and its Implementation Plan are now available through the Ministry of Technology and Science and will guide Zambia's scientific and technological development for the next decade. NISIR remains committed to working with all stakeholders to ensure that this framework delivers tangible benefits for Zambian citizens and contributes to inclusive, sustainable national development.
